Yes but based on governing thk.

In addition to shell/head etc..,  attachments which are essential to the structural integrity of the vessel when welded to pressure retaining components, shall be treated as separate components. Each component shall be evaluated for impact test requirements based on its individual material classification, thickness as defined in UCS 66 (for governing thickness)

for attachment welds thinner member thickness will govern, hence it may be exempted. please check fig UCS 66.3

applicable cluases will be UG20, UG84 and UCS 66

Vessel is ASME code stamped, Shell & heads base meterials require impact testing as per code.
