Hopefully you have done PQR using proposed WPS. Now you will compile all in one package  (PWPS, Parameters record, NDT, DT, Micro Macro etc..) Final compilation date is well acceptable.

I have conducted procedure qualifications(welding done with recording all parameters) on 10/10/2019 and mechanical testing where conducted on 24/11/2019 in that all the testing were cleared. So my doubt is what date need to be endorsed that is during PQR generated test date or after mechanical test conducted date.
