The material 516 Gr 70 is a P1, you are mentioning that it is a repair, I suggest you check Table UCS-56-1 (b) (ASME Section VIII Div. 1), where the PWHT requirements for P1 materials appear, in ( b) it makes some exceptions to the PWHT based on the thickness of the material, if you exceed those thicknesses you will have to do the PWHT, but because it is a repair you also have to check the NB-23 and API 650 since from what I see in the drawing is a kit for the O&G Industry.
The Skirt I do not think it should carry PWHT since it is not a pressurized part.
