As we all know the word ''Supplement'' is an additional requirement which has to be qualified / incorporated / governed and approved before bringing in amendment.

So in your case, the clause is very clearly stipulated ''E) Butt welds may qualify fillet welds if a supplementary fillet weld  test piece (see Figure 3)  is welded with each process'' 

Hence butt welds do not qualify fillets, you need do a supplementary fillet in PB.

You are right with figure 3, maybe a technical glitch which shall be corrected as figure 4, i wonder if any members went through the same?

Dear Muneeb thanks for your reply.

Further to your reply if I refer the figure 3 it is a butt weld test piece so we are qualifying the fillet weld by butt weld 

What does the term supplemtary fillet weld test piece stands for .

Please clarify

Reply: your fillet weld needs a supplementary qualifications as per ISO standards, where as in most codes - your fillet gets qualified with butt which is not here. 
so here you have to place a test piece as same as of FIGURE 3, to qualify a fillet, that too it has stated ''MAY'' which again MAY requires client or owners approval,  and it qualifies in accordance with table 3, 4 and 5, 
EX: you qualify with FM1 is qualified with 1 and 2 or you qualify with FM 5 only qualified for FM 5, same for rest. 
Table 3 — Range of qualification for filler material
Table 4 — Range of qualification for covered electrodes
Table 5 — Range of qualification for filler material types

The test piece shall be at least 10 mm thick, or the thickness of the butt weld test piece if the thickness is less, and completed using a single layer in the PB position. For this supplementary test, 

Reply: So you shall have 10mm thickness for fillet as minimum or least minimum as same as BUTT coupon if it is most least, for ex if butt is 9mm you shall use 9mm, PB-HORIZONTAL, position shall be completed with single layer.

the welder shall be qualified for all fillet welds as given for the butt weld qualification variables related to the range of qualification for fillet welds (e.g. Tables 7, 8, 9, 10 and 12). Fillet weld positions 
PA and PB are qualified by this test.

Reply: again table 7,8,9,10 and 12 qualification range given butt welds are as same for fillet, PA and PB flat and horizontal of fillets positions qualified through this butt weld positions.
