Dear Mr Dinesh,
There is no doubt that the project specifications always governs. But I would recommend you to follow data sheet since it seems more stringent than PS.
Painting data sheet show RH 80% max based on the test performed by the manufacturer in laboratory under simulated conditions.
Also check for dew point, metal temperature & other manufacturer recommendations before proceeding.
