I my idea was that if a material is manufactured A234 it will remain A234 even after you cut it, I don't think we need to look for a code citation. Regarding the NDT if its cut by machining no NDT is required again however as per the need the edge of the new half tee can be tested by PT to ensure that its defect free and suitable to weld.

If you have a tea of ASTM A234 and you cut it into 2 halves. The material is still ASTM A234 so I believe this can be used.
