If you will go for stub in , then you have to provide a reinforcement pad.welding will be more in that. If it is high pressure line, you should better go for stub in where you can go for full penetration joint and no need of reinforcement pad.

Can anyone please tell me in case of pipe to pipe branching is it stub-in or stub-on, which one would be the preferred choice.

On the out set it seems that stub-in would be preferred if the line is of higher rating. But still will be helpful if anyone would give their opinion on the same.
