Hi kalyan,
Please note the following.

For tensile test :

1) check the dimension of test bar i.e gauge length, dia/thk, parallel length. Dimensions shall be within tolerance as per applicable spec. I have experieced that if we don't maintain the dimension right then we will get erratic results.
2) If proof stress is required then mfr. shall have suitable extensomenter. Don't allow micrometer in place of extensomenter. Remember here we require strain gauging device and micrometer can't do that.
3) TS, YS calculation shall be carried out as per actual crosssectional area.
4) Please determine for which G.L, % elongation to be determined and maintain that G.L only.Reduced size test piece is allowed, but for that use the relevant spec.
5) Verify the calibration certificate of UTM and check the calibration report of extensometer.
6) verify stress strain characterisitics vide stress strain graph.
7) Monitor the UTL, Y.L during the testing and verify the gauge length, reductiOn of dia after testing.
8) Test piece identification by hard puniching is must of client/TPI/Mfr.
9) If any heat treatment is involved then whether it has been carried out along with testpiece or not.

For Impact test:

1) check the calibration record of impact testing machine
2) Check the error before starting the test.
3) Before starting the test, check the dimension of the test piece and mfr. shall have the profile projector for checking the profile of V notch.
It is must. since Impact test is sensitive to notch profile.
4) You shall know at which temp. you need to carry out the test and howmuch tolerance of temp. is allowed.Please verify with relevant spec.
5) after attaining the temp. don't hurry up, give atleat 5 min. time after attaining the temp. also note that minimum time shall be taken by the operator during taking out the piece from the bath to test anvil may 5sec.
6) You shall know whether there is requirement of transition curve, shear area, lateral expansion.
7) client/TPI/mfr.hard punching and test piece identification is must.
8) If any heat treatment is involved then whether it has been carried out along with testpiece or not.
9) You need to know what is the meaning of min. avg.value. You may get this from ASTM A 370
