Your case is a Incopmlete penetraion,

Welding reniforcement 3 mm, max allowed , 12 mm acceptable in the case.

2mm incomplete penetration acceptable depends upon codes, API 1104 OR ASME B31.3

AS PER API 1104 --- ACCEPTABLE refer API 1104 , CLASE 9.3.1

1.Inadequate Penetration (without High low) --- L > 1"

Ag.L1" (In any continuous 12"WL)

OR
Ag.L>8% of WL (if WL < 12")

2.Inadequate Penetration (with High low)

L> 2" (50mm)

Ag.L > 3" (in any continuous 12" WL )
