As per Figure UCS-66M of Sec 8 Div.1, The plate material 516 fouls under curve D. the impact testing is exempted up to -48°C .

 

Reg welding, The electrode E7018-1 is guaranteed impact values at -45°C. Refer Table 3 of SFA 5.1.

 

But its better to have impact tested PQRs for company future use.
