Consumable Manufacturers mentioned in the e-mail are globally renowned for their performance. Even though fluxes are  said to be "neutral"-  results obtained of each manufacturer will be different. Hence good Engg judgement / practice will be to use flux-wire combination of one trade/supplier.  You may not experience any problem as long the wire/electrode (SFA 5.17 EH12K) remained as single brand .  'As welded" mechanicals will be fine even if some flux mix -up.

In your case, however, coupon is being prepared to qualify with PWHT & Impact  tested @-80degF.  You are suggested to look at QW-254 & QW 404.35 of Sec IX for direction.

In my opinion, NEVER mix up wire & fluxes of different manufacturers when qualifying /developing WPS/PQR.

We can make separate PQR with each brand and can combine those PQR in a single WPS. But welding a single coupon using different SAW fire /flux combination is not yet experienced before. Could you please shed some light on this scenario ?
