Referencing codes shall be used in conjunction with code of construction.
It all depends on Code of Construction. Some codes permit use of both codes/standards.

WPSs qualified to ASME IX code is allowed for AWS D1.1 welding with consent of buyer as stated in AWS D1.1 - 2010 clause 4.2.1.2.

Moreover, the structure designed as per AWS will not be subjected to similar type of integrity tests as per ASME Sec VIII/B31.3/31.1 because ASME is for pressure vessels, boilers etc.
