Hi, Vishal,
For welders qualification in AWS D1.1 the process and F No is essential, So any electrode with F no, higher than what he is qualified, he would be required to requalification.
For eg. welder on Carbon Steel Electrode F No. 4 cannot weld SS cos the electrode there is F6, but when it comes to FCAW, he can weld, as both the wires are F6
