Hi, Krunal,

IMO for WPS P1 you cannot use P8 as they are essential, 

But for WQT, for P1 he is qualified from P1 thru P15 and he is also qualified for P8, but Austenitic Steel electrode falls under F5, which does not allow the welder who has qualified with F4 to weld with electrode F No. 5. F No. is an essential variable for welder qualification.

As per sec.9 p. no is essential variable for wps and wqt ,  for base material steel and steel alloys p.no grouping is p1 through p.no 15f ,BUT  my doubt is can I use p.no8 instead of p.no 1 .
