All depends on the control of the heat input...You should keep the heat input as low as possible.
Why you do not use automatic GTAW with the pipe rotating and water cooling of the pipe's external surface?
GTAW offers low heat input.
The water cooling will allow low interpass temperature and rapid cooling of the normalized carbon steel.
Rapid cooling will prevent increase of grain size and thus normalization will not be harmed
In ASME IX there are rules for WPS and PQR for cladding

Hi all!
This is my first post, so please excuse my etiquette if improper. I'm sure I will learn as I go.
Question: What is the effect on say (14"NPS x .500wall SA-106B-N) if I were to clad the inside with 1 layer of 309L and 2 layers of 316L via SMAW? I'm particularly interested in the effect the HAZ will have on the Normalization of the material.
