You can do this by making sure that the weld to be welded on is clean and smooth to prevent any inclusions, you can use your orginal WPS.

The coupon of the PQR should be done with a buttering between the
material of the shell and the material of the attachment?
Could be asigned a P number to the weld overlay material and weld the
coupon between the P number of the overlay material and the P number
of the attachment?
