As i said as per governed WPS, it is in violation if parameters are not identical and you said you have both approved WPS, now it is very clear that there is a change in parameter, so when there is a change in parameter, change in direction of welding which is an essential variable as per API 1104, para 5,6 and 12 direction of welding, which violates the WPS and CODE.
Anyhow you can have a word with your TPI / Owner representative.

Dear All,--External clamp and internal clamp WPS and PQR procedures are qualified with downhill process and uphill process respectively. But one joint has welded with internal clamp following all other variables as of external clamp WPSIs this acceptable ? If yes , how can we justify ?Pls help very urgentRay
