Explain your client that penalty comes under % coverage where there is a failure, when a weld is considered as mandatory RT 100 % it is like an additional joint and 100% services do not required any penalty regardless of lineclass.
If really you wanted to cover your lineclass then you wouldnt be giving golden joint as 100%.
It is to be understood.
