it is a QA choice.
in pipelines, you repeat the same WPS parameters over and over again. So it is a reasonable choice to exactly duplicate all parameters during welding procedure qualification as much as practical. It does differ from piping.

In (2)also the branch joint with mother pipe is a pressure joint and the
pad is a non pressure part.
So can the joint between mother and branch pipe be considered for PWHT
