This topic seems quite interesting and I see divided opinions, I allow myself to give my opinion and if it is incorrect I hope that someone with more experience will give us more light and knowledge on this important topic.
Attached image of a part of a Welder Qualification, this was used for an ASME Audit, in other words it was reviewed by the ASME Authorized Inspector; two points:
1.- ASME IX works very differently than D1.1 does.
2.- In the column with red box: Range Qualified cross with Metal Base, there is a list of Numbers P (1 THROUGH 15F; 34 AND 41 THROUGH 49), I understand that the welder in this case was qualified for P1 with P1 but that has the ability and qualification to weld all P1 THROUGH P15F steels; P34 AND P41 THROUGH P49 and the combinations between these materials. It should be mentioned that this is suggested to the F-number, qualified position, thicknesses and diameters. in fact in an API course I heard that under ASME IX only three coupons are needed to qualify a welder in all materials, this if you do not take into account: F number, position, thicknesses and diameters. I will thank you infinitely for your contributions.

Piping systems involved for the flow lines and gathering lines from the well head isolation valve to the production facility or processing plant isolation valve are determined as OFF PLOT. ON PLOT defines piping system in the processing plant and production platform. ANSI/ASME B31.4 applies for off plot piping system. B31.4 allows the use of either API 1104 or ASME section IX (as appropriate). However, occasionally, a very small system such as piping within 500 feet of a processing plant (some client also said 400 feet) may be declared B31.3 rather than B31.4. When B31.3 is invoked, only ASME Section IX is used. before you decide which code to use for welding procedure and/or welder qualification for pipe welding, you have to know the design and construction code applicable to the system.
