You should use D1.1 2015 edition, this is the latest version of this code. You do not need to have a third party for inspection this witnessing tests, usually the code responsible for the manufacturer of the application of welding, the WPS, PQR and qualification of welders is your responsibility to your company, as well Czech the code says about it.

My company need to qualify wps follow aws d1.1 :2010 . And we do run pqr by testing internal, witness test piece . Only send test piece to third party LAB to bend test and RT. But not have third party witness all process from starting. So my question is : do we do wps right with spec aws d1.1
- does spec or code require wps must have third party to witness , cause I can not find any information about it
