Hi!
As per ASME code
I) If PQR is qualified in 3G having Impact test requirement  for equipment  in such case you can qualify welder for any position based on this relevant PQR and WPS as per requirement
(For Impact test requirement  Welding position is essential for PQRi.e. 3G)
ii) If PQR is qualified for Non Impact test requirement(Even in 1G position ) in such case you require to qualify welder in any position as per requirement
