Yes it is  about WPS only
TWO condition
I) If matl required Impact ,for PQR qualification You require to consider all essential and suplimentary essential  clauses in such case you require to qualify PQR in 3G  and This PQR is eligible to make WPS for all position welding otherwise not(i.e. if the same  PQR qualified in 1G ,you are allowed to make WPS for 1G only and weld in Flat position)
