Dear Friends,
Kindly clarify whether preheating requirement is based on weld-metal or base metal.

I have a PQR with 36mm thk base metal 8mm GTAW & 10mm SMAW

WPS 
Base metal 5-36mm
Weldmetal: 20mm max.(SMAW)
Weldmetal 16mm max (GTAW) 

If I have to do10mm fillet weld with SMAW process for 10mm thk Skirt to Base metal 36mm corner joint, is preheating required?

Please provide your response with Code reference
