Maybe you don't need to do the normalizing, try to test your procedure in as welded condition, it's possible that some sigma phase is being formed in your PWHT. You must control the ferrite number in the weld as low as possible without hot cracking. If you still consider doing the heating up 900oC, try a rapid cooling instead.
