[MW:21249] Post weld heat treatment for blind flange of manhole when lethal service.

Sir.

I've question for this subject.

In the ASME Sec.VIII Div.1, 

The vessel fabricated by carbons steel, and it applied lethal service, so it need post weld heat treatment refer to UW-2 (a) 

In this case, for blind flange of manhole, davit hinge welded to side portion of blind flange with over 16mm weld thickness of fillet weld.

is this blind flange also required post weld heat treatment ? or not ?
