In principle yes, PWHT is mandatory in case of Lethat Service.
If your  material is Pno 1, then you should check the exceptions of UCS-51-1 note (b)(3).
Exceptions exist also for the other Pnos of carbon and low alloy steel. Just check the notes in the tables of PWHT in UCS
