[MW:21203] Welding of unequal thickness

Please clear this item when going to weld unequal thicknesd to gether as per design code ASME B 31.3,what the limitation thickness to welded to gether.

My case is to weld 6"flange thickness 14 mm to 6" pipe with thickness 31mm if it's possible to reschedule the pipe internally to match the flange thivkness as per B 31.3
