I am assuming that the applicable codes of construction are ASME B31.1 or ASME B31.3 -
B31.1 requirements - yes you are correct with the minimum temperature for this material type and grade, Par 131 gives details on preheat requirements are a function of material specification & grade and thickness in cases/scenarios stated on Par: 131, not the welding process to be employed in completing a process joint particular to your case.
B31.3 - requires a minimum of 177 deg C for the material specification and grade, it is a function of mainly material type & grade and thickness, welding process is not a determining factor, this is all entailed on Par 331 and the corresponding table of this paragraph.
