It is not mandatory for Pno 1 material but recommended in case of large thickness in order to avoid cold cracking due to hydrogen. If you can not maintain the preheat for practical reasons, then raise the temperature to 200 degC and keep it for 2h. Then cool down, perform NDT and then PWHT
