Yes. If qualified with F4, the weldor is qualified to make fill passes with F4, F3, F2 or F1 electrodes.
In our shop, typically, open root welds will be made with a GTAW root pass (sometimes GMAW) and fill passes made with another process; in the case presently being considered, SMAW. The weldor would be qualified without backing, with F6 filler metal for the GTAW. For the fill passes the weldor would be qualified with backing (usually back gouging & back welding the root) and F4.
Some may qualify for open root with F3 electrodes (e.g., E6010, E6011) for the root pass and fill with F4, similar to the above.
Section IX considers welding with backing as either: (1) welding with a physical backing strip placed at the root of the weld or (2) back gouging the root to sound metal and then welding the backside.

A weldor who successfully completes weld testing with F4 electrodes and backing is qualified to weld, with backing F4, F3, F2, and F1.
A weldor who successfully completes weld testing with F4 electrodes without backing is qualified to weld F4 with or without backing, and F3, F2 and F1 with backing.
Practically, I would not allow welding with F4, F3, or F2 without backing (open root, full penetration) in any case. Nearly all weldors will make a hash of production welds without backing with electrodes of these classes.
