LTCS is low temperature carbon steel which can be used at low temperatures according to the applicable specification.
Yes is the answer to your query if impact tested at the required temperature.

what is the difference between CS & LTCS material.some time material heat numbers were both in one manufacturing and chemical and mechanical both are same in both materials.but one had impacted.Is it ok? Material can be used in production?

If cooling water , then the CS pipe tested with impact and the
temperature should be more than your fluid temperature . if the fluid
temperature is (-))10 deg C then your base metal should be at least (-)
20 deg C. in this way your CS is there then you may replace or you have
to go for LTCS.
