[MW:9995] Ineduquate cross penetration (ICP)

Dear sir,   I have elbows which have to be used in cross country pipe line but they have contiuous (ICP) in its longitudnal seam.Can any body guid me how to resolve this issue instead of change them and also tell me the ERW elbows welding acceptence criteria. Elbow description is under: Dia = 28" ,Long radius,ERW, 90 degree,WPB     Asif
