Hi Prakash,
 
Selection of LTCS bolting due to the design temperature requirement, L7 grade section due to mechanical properties like Tensile strength and Yield strength which is more in L7 then the B8 Grade.
 
Refer ASTM A320 - Bolting materials for Low Temperature services.
