[MW:31566] PFI-ES-7-Min-Spacing-for-Welding : weld olet

Dear Experts, 

 Refer to PFI-ES-7-Min-Spacing-for-Welding: Could you please advise the reason why this standard does not mention for size less than 2.1/2".
