This is not a crack  because there is no sharp tail at the end. It look like puncture at the end point while forcefully pulling back the filler wire. Try to change the Welding technique. Don't pull back rod instead take back the arc first and next filler.

use front &back movement while stopping weld. These material is very easy
to weld and it is purely weld technique and welder skill. Use short arc.

If all the temporart fitup clits are removed and there is load in the root weld the crack can occur.
