Dear Friend,
It is hardly a matter of concern if PMI is being carried out before or after PWHT.
The ultimate purpose of PMI is to ensure that the material contains required chemistry or not.
There is no harm also if the same is carried out before PWHT.
It is not like RT when it is preferred after PWHT to know if there is any repair specially crack has been developed after PWHT.
