As is Mo also an ferrite promoting element, extra nickel has to be added to keep the ferrite content at reasonable levels (3-5%) for weldability (hot cracks)
When pipe is 304L there seems not to be any chloride corrosion resistance needed, so welding of 304L to 316L with a 304L matching electrode 308L is ok, also 316L is ok.
 
But welding shall be done according approved WPS, so welding with a 308L can still be a non-conformity, with the choice: scrap, repair or leave as is.
In this case I would prefer to leave as is, but a warning to both the welder and QC to follow the procedure for welding and consumable control is essential

Using lower grade of filler equivalancies 308 against 316L not acceptable.
