[MW:26910] using of ER308 filer.

Dear group members ;
our sub-contractor welded one joint  304 PIPE to 316L valve by ER308 filler but client said its not acceptable.
can some one help me regarding above mater .
is it Acceptable or not? 
Answerd with some code or standard reference.
