PWHT of D/End after forming depends upon various factor and accordingly to be decided
i) Fiber elongation occurred during forming (Generally above 5% needs PWHT)
ii)Service condition i.e. Sour service required PWHT
iii) Clients spec Some of the spec allows SR and some insists for Normalising
 Accordingly  you have to decide
