I suppose this is a dissimilar joint between 316L & 304 and hence the Basematerial 304 & Weld(ER308) will be subjected to same process Fluid and hence either 316 or 308 weld may be Acceptable.

From your statement below, it looks like rest of the welds were made with welding consumables , other than 308. If your client/project specifications strictly calls for 316L welding consumable to be used then this weld has to be cut and re welded with 316L consumable.

 

If the client is open to NCR's, subject to the facts that process fluids will not harm or corrode the weld made with 308 weld filler/electrode, then you may opt for that route and try your luck.

 

Advice would be to document this weld in the weld map as well  by doing PMI.

As is Mo also an ferrite promoting element, extra nickel has to be added to keep the ferrite content at reasonable levels (3-5%) for weldability (hot cracks)

When pipe is 304L there seems not to be any chloride corrosion resistance needed, so welding of 304L to 316L with a 304L matching electrode 308L is ok, also 316L is ok.

 

But welding shall be done according approved WPS, so welding with a 308L can still be a non-conformity, with the choice: scrap, repair or leave as is.
In this case I would prefer to leave as is, but a warning to both the welder and QC to follow the procedure for welding and consumable control is essential
