[MW:26732] UG HDPE Pipe Support sand Bag and S

Dear Friends,

  I have clarification for Sand Bag and Sand Bed , In some project they request to provide pipe support as a sand bag , Some project they says that UG HDPE Pipe can directly reset on sand Bed (With out compaction on sand bed).. Only Compaction done at soil sands

On which Standard Base they are accepting this , What is the basic function for sand Bag and sand bed 

Please guide me ,
