[MW:26701] Permanent attachments welded on shell after hydro test by contractor

Dear All,

We are constructing 2 tanks at the site, after the hydro test the subcontractor team cut one nozzle on above HHL and the supports of the same nozzles are welded with pad plate on the shell at the below level of the hydro test. what is your opinion?? they did not inform us and the Owner.
