I do not see any dilution problem. Normally dilution will be 70% from welding consumable and 15% from either side of the Base Metal. You can use electrode E316L or E347. I forsee the problem due to Molybdenum segregation due to wrong parameters.
Since this is dissimiar weld, where the Mo in 316L plays a role in improving Pitting corrosion resistance, still there are chances to accept provided other Alloying elements meeting the requirement.
