ER 70S-D2 is TIG is TIG filler wire and used when  4130 is joined joined with a mild steel . 

4130 being a alloy product with Cr & Mo and when welded with same metal, mechanical 
and chemical properties to be considered.

For welding 4130 to 4130,

1. In SMAW process, you can use E 10016-D2 or E 10018-D2.

2. In TIG process it is ER 80 S-D2
