[MW:23206] Failed SSC test

Dear experts
I conducted a transition joint of API 5L X65QO (carbon steel) + API 5L X65QO internal clad with 3mm Alloy 825.(CRA)
I passed all the mechanical testing but failed the SSC test as the specimens crack along the fusion line on the carbon steel side. I used GTAW/SMAW with special metal 625 for GTAW and Special metal 112 for SMAW.
For the carbon steel to carbon steel test coupon i passed the same SSC test while the CRA to CRA I only need to do G48 test which I passed.
Can somebody point out the probable root cause of the crack and what is the way forward if I need to pass this test.
