There are a lot of bad responses to this question. The question is too broad to address. You need to provide more detail for specific guidance:
1. What is the end application you are trying to qualify Grade 22 to Grade 91? 
2. Is it a creep application? 
3. Is the Grade 22 thick or thin? Is the Grade 91 thick or thin? We need to establish if you are making a matching pipe to pipe, a mismatching pipe to pipe (such as thick-section valve body to a thinner-wall pipe), tube to tube, or stub to header weld. These variations will affect the filler metal selection 
4. If the end application is pipe to pipe, what is design? Will the pipes be matching in wall thickness and inside diameter? Will there be a transition piece between variations in pipe sizes? 
5. Only once you have answered these questions can specific guidance be provided on what to do for your PQR. Otherwise you made need to qualify a range of filler materials to address the potential end-use applications 

All of the options you have tried are inappropriate for welding Grade 22 to Grade 91, we would not recommend the use of Ni-base filler metal for these materials in power generation applications.

Hello,For dissimilar welding between P22 to P91, i have used Inconel  182 electrode.is it correct electrode.I have also tried buttering of inconel 182 on P22 and P91 and balance welding with B9 and B3.Then PWHT at 740 for 3  hours.. With buttering Side bend specimen fails adjecent to buttering in weld.. what can be reason for it?
