Dear friend,
Even if any code or standard reference another standard or code like ASME Sec. V, all works should be under your "written practice". Most of standards just push you to have written practice in which you define level of qualifications and their responsibilities and depends on your previous experience.

In Section VIII-1 there is no formal qualification requirement for VT.
Thus, You do not need NDT company to perform VT.
Such a requirement exists in Section B31.1 but with no reference to section V, but again you do not need a NDT company for VT. You may establish an internal qualification scheme for VT in that case.
