Dear Ali,

Carbon equivalent is used as an indicator of weldability, low CEq Steel should be more easily welded than high CEeq steel, 8.1.2b Group II material can be welded with low hydrogen welding processes to avoid cold cracking.

Critical elements are those whole sole fracture could be catastrophic. For critical elements (for example with lack of redundancy) you should use steels in class B and/or A. Legs, piles and braces generally have structural redundancy to avoid catastrophic failure.
