First of all let me brief you that most of the client inspectors do not follow the code and standard they taking decision based on assumptions. So is this valve inspected by clients or its third party inspector at factory before shipment? If all the documents approved by end user , you can claim for variations and the welding can be done after dismantle all soft part. Then you can do welding as per approved welding procedure. But you can't take design guarantee as per code

But as i mentioned Valve body is of Casting material, if we perform any Welding , the same should be Heat treated. As we can not leave in AS-Welded condition.So is there any other alternate solution of sealing of this Valves with out welding or any other solutions with Seal welding & with out Heat treatment.
